203. I know “He’s all talk, no action.” is correct sentence.
But can I modify this sentence like these?
“He’s all complaint, no action”
“He’s all theory, no records”
(He always insists on the importance of theory but he never takes action so he doesn’t have any record in business)

I guess you could do that. You might say "He's all complaints and no solutions" or "He's all theory and no practice". You have to be careful about the pairs you use. They have to be idiomatic. "Theory" goes with "practice" and "complaints" goes with "solutions". So you could say something like "That company is all product, no service" or "This car is all engine, but no design".

Using these patterns with different words from the usual is a really great thing to do in English to make jokes or to make your point in an interesting way.
